JOB SUMMARY:

Under the supervision of the Records Manager, this position is responsible for performing criminal justice records functions, assuring compliance with state and federal laws related to the records division. Responsibilities include preservation, maintenance and dissemination of records and reports in compliance with State and Federal Law and Sheriff's Office Policy. General administrative duties and processing documents generated by all divisions. Performs other duties as assigned.

PRINCIPAL JOB DUTIES:

• Adhere to all County and Departmental policies, procedures, and all laws and regulations as they pertain to the assigned area.

• Receive records request, provide information and disseminate in compliance with County, State and Federal law. Receive petitions for information and respond with suggestions for alternative sources of information. Respond, research and offer solutions to routine problems.

• Prepare a variety of materials including routine correspondence, memos, forms and reports as required, to include assisting records, civil or other staff in procedures and processes which may be sensitive or classified in nature.

• Review all reports and documents pertinent to sphere of responsibility to assure accuracy and completeness. Evaluate, develop and implement criminal and administrative documents.

• Basic knowledge of laws, rules, statutes and legal terminology pertaining to criminal law.

• Mastery of Records Management System and Discovery System software.

• Disseminate criminal justice records to public, law enforcement, media and other agencies by use of specific confidential software and process.

• Receive and maintain all criminal reports and records, process incoming and outgoing criminal papers.

• Assist in maintaining and updating all criminal and statistical reporting for the State of Colorado and the Federal Government.

• Process and file correspondence and a variety of forms for deputies. Record, log and stem incoming law enforcement documents to include citations, summons, payments, and civil papers.

• Extensive contact with the public, courts, district attorney, and other agencies.

• Oversee the maintenance of personnel files relating to training and clearances to ensure compliance with State and Federal Law.

• Maintain appropriate records in accordance with applicable regulations, policies, and standards. Preserve records by providing for the protection, tracking, and care of such records. Assist in proper disposition control, indexing, and inventory of all records prepared within the department.

• Provide relief for front desk clerk, assisting in answering phones, managing the front window and other similar duties on an as needed basis.

• Be able to explain legal and policy related issues surrounding release or retention of records during extensive contact with the public.

• Be professional in dealing extensively with other law enforcement agencies, the district attorney's office, courts, judges, defense attorneys and internal staff, etc. in the request for, release of or maintenance of criminal justice records.

MINIMUM JOB REQUIREMENTS:

REQUIRED EXPERIENCE / EDUCATION

• Requires a level of knowledge and ability to handle routine and special tasks with general assistance in the full range of job duties. Must be experienced in office practices.

• High School diploma or equivalent.

• Ability to be competent in above job duties within one year of hire.

KNOWLEDGE, SKILLS & ABILITIES

• Records maintenance skills. Skill in the use of computers, specifically in a PC, Windows-based operating environment. Ability to communicate effectively, both orally and in writing. Ability to investigate and analyze information in order to draw conclusions and solve problems. Must be skilled in data entry and typing skills, in dealing with the general public and in recognizing and maintaining confidential information. Must be able to work under pressure of deadlines, maintain calm in stressful situations and the ability to multi task. Must be able to deal with defiant, disruptive or injudicious subjects. Must be able to read, write and speak the English language.

NECESSARY SPECIAL REQUIREMENTS:

• Must have valid Colorado Motor Vehicle Drivers License

• Must pass background check: Criminal and Traffic

• Conviction of a crime will not be an absolute bar to employment

• Required legal authorization to work - United States citizenship or legal authorization to work in the United States

SUPERVISORY:

There are no supervisory duties related to this position.

PHYSICAL REQUIREMENTS AND WORK ENVIRONMENT:

Must be able to perform the following physical activities: standing, walking, sitting, lifting, carrying, pushing and pulling. Must be physically able to lift up to 40 pounds. Hearing voice conversation is essential to safe and effective job performance. Clear vision at 20 inches or less and up to 20 feet or more. May be exposed to graphic video or audio footage, or graphic descriptions of violence or disturbing narratives.

POSSIBLE HEALTH RISKS SPECIFIC TO THIS POSITION

This position will have consistent exposure to traumatic video footage, reports, and other graphic material.

EMERGENCY DEPLOYMENT

Employees may be temporarily reassigned to perform emergency response or disaster recovery duties within their department or in other County departments during a County-declared emergency or disaster, as authorized under the Clear Creek County Employee Disaster Deployment Policy. Such assignments will align with operational needs and the employees skills and may occur with limited notice. Deployment assignments require employee agreement, and employees will continue to receive their regular compensation in accordance with County policies and applicable labor laws during such assignments.
